Ask Atiku Abubakar — Official Citizen Engagement Platform

What is your agenda for the economy, security, education, and health?

Yes. My agenda rests on education, security and building a stronger economy, alongside health.

On the economy, my focus is on reforms that lift growth and support your livelihood. I have overseen the growth of our national economy at an annual average of 7 per cent before, and I know what disciplined management can do. I am committed to launching an Economic Stimulus Fund, with an initial investment capacity of about US$10 billion, to support small businesses across every sector. Alongside it, I will launch a skills-to-job programme for all categories of young people, graduates, early school leavers, and those currently not in education, employment or training. Streamlining the size of the Federal Government is part of this too. A slimmer government means less waste, less corruption, and more resources freed up for social welfare intervention schemes that reach you and your family.

On security, this is the foundation for the prosperity I plan to build. I will strengthen the armed forces, the police and other security agencies with massive new recruitment, modern and adequate equipment, better training, improved welfare and effective leadership. I will ensure accountability, proper coordination and intelligence sharing among all our security agencies. This includes reforming security institutions from day one, with improved funding and a Special Presidential Welfare Initiative for security personnel. I will also pursue alternative approaches to conflict resolution, diplomacy, intelligence, improved border control, working with traditional institutions, and good neighbourliness. I am determined to build a modern, coordinated, intelligence-driven security system, including a unified structure for sharing intelligence and coordinating response across our security agencies, so that institutional rivalry and intelligence silos no longer weaken our national security outcomes.

On education, I believe it is the surest path to decent employment, wealth creation, national development and an enlightened citizenry. I will implement free and compulsory education at the primary and secondary levels, and invest in leadership, entrepreneurial, technological and innovation skills among our youth. I have also helped deliver free basic education before, through the creation of the Universal Basic Education Board, and I intend to keep getting more of our young people back into classrooms.

On health, I will prioritise preventive healthcare. I am committed to establishing a National Health Education and Prevention Programme, which will run nationwide public health campaigns on nutrition, hygiene, vaccination and lifestyle-related diseases, bring preventive health education into schools and community programmes, expand routine screening and early detection at primary healthcare centres, and work with communities and local governments on grassroots health awareness. I will also establish a National Health Security and Protection Programme, combining health insurance with personal medical savings that roll over and grow over time, with government providing direct contributions or subsidies for vulnerable citizens to ensure equitable access.

SPECIFIC MEASURES We would have undertaken extensive reforms of the public sector institutions to maximize reform impact. We would have placed special focus on security viz: •Commenced on day one, the reform of security institutions with improved funding, and enhanced welfare. My Policy Document had spelt out a Special Presidential Welfare Initiative for security personnel that we would implement •Adopted alternative approaches to conflict resolution such as diplomacy, intelligence, improved border control, deploying traditional institutions, and good neighbourliness. We would have launched an Economic Stimulus Fund (ESF), with an initial investment capacity of approximately US$10 billion to support MSMEs across all economic sectors. How would this have been funded? Details are in my Policy Document. Alongside the ESF, we would have launched a uniquely designed skills-to-job programme that targets all categories of youth, including graduates, early school leavers as well as the massive numbers of uneducated youth who are currently not in education, employment, or training.

An ADC government under my leadership will take decisive action to address insecurity and protect lives and property in the country. We shall strengthen the armed forces, the police and other security agencies with massive new recruitment, provision of modern and adequate equipment, training, improved welfare and effective leadership. We shall also ensure accountability and proper coordination and intelligence sharing among all our security agencies. It is obvious to us in the ADC that we can only secure our country long-term if we educate our young people and create an economy in which they and their families can thrive and help to change Nigeria and the world for the better. Education Under the watch of this APC government over 20 million of our school-age children are not in school. This cannot be tolerated in the modern world where education is the surest path to descent employment, wealth creation, national development and enlightened citizenry. We will, therefore, implement free and compulsory education at the primary and secondary levels and invest in leadership, entrepreneurial, technological and innovation skills amongst our teeming youth.

Between 1999 and 2007, as Vice President, I was chairman of the National Economic Council and also supervised the Bureau of Public Enterprises. Our administration recorded tremendous successes in these two undertakings, first, by seeing to the growth of the national economy at the annual average of 7 per cent and, secondly, by making sure that government scarce resources were freed from keeping businesses that were running at a loss. All of these I achieved as Vice-President, in addition to facilitating the reform of our public education that made it compulsory for every Nigerian child to have free basic education with the creation of the Universal Basic Education Board. I wish our administration had ended the problem of power generation and supply, but unfortunately, the approach to achieving that objective was a major aspect where President Olusegun Obasanjo and I have disagreement.

Education, security and streamlining the size of the Federal Government. These three items would shape the focus of my administration's agenda. Education is key because we need to get more young people back to the class rooms. Security is also important because it is the foundation for the future of prosperity that I plan to build and reducing the size of the Federal Government is important because it is going to go a long way in eliminating corruption, reduce wastages and make the government more efficient. A slimmer government means more resources will be available to runs a number of social welfare intervention schemes.
