Q37: Many communities lack ambulances, emergency services and access to specialist care. How will you improve emergency and specialist healthcare outside major cities? Answer: Regional specialist medical centers will be linked to rural communities via regional ambulance networks and integrated telemedicine services. Q38: Nigerian doctors and other health professionals continue to leave the country. How will you improve working conditionsand retain healthcare workers? Answer: To stop health worker migration, the plan raises health sector pay structures, waives tariffs on imported medical equipment, improves workplace safety, and funds medical research grants. Q39: Fuel is too expensive and is increasing the cost of almost everything. How exactly will your proposed policy for locally refined petrol reduce the pump price for ordinary Nigerians?

Being text of a press conference by His Excellency, Atiku Abubakar (GCON), Waziri Adamawa, Vice President of Nigeria (1999-2007) and Presidential candidate of the Peoples Democratic Party (2023), at the Shehu Yar’Adua Centre on the 5th of October 2023. Protocol Gentlemen of the Press, Fellow Citizens of the Federal Republic of Nigeria, I consider it important to address and report to you today on issues that define the future of elective government and legitimate leadership in our country. Political leadership and active citizenship matter because they are ways through which we all work together to build a country that works for all who live in it. Our country is bigger than any of us, and its standing in the world affects the fate of all who come from or live in it. As leaders, it is our duty to advance the well-being of all our people and of the country. For this purpose, my generation worked hard to return the soldiers to the barracks and to defend the right of the people to elect and establish for ourselves a legitimate government. Our elections are established and governed by law and founded on the constitution from which leadership and government in Nigeria alone derive their legitimacy.

There are eight essential guidelines that should direct the government's efforts in attracting investments. These are outlined as follows. http://1.An investment generation strategy that is well designed with clear goals, objectives and strategies. Taraba must identify priority sectors and programs that will serve as catalysts for its development, ranging from agriculture, infrastructure to education, health and renewable energy. Clear investment priorities will make it easier for investors to understand the State’s investment landscape. 2.Clear, coherent, and consistent policy measures. Policy flip-flops have hindered Nigeria’s development for decades. Policy uncertainty and inconsistency deter investment by sending mixed signals to prospective investors, reducing their willingness to take risks. 3.Peace, Security and Stability in host communities are critical determinants of investment flows. Investment capital is a coward bird and tends to avoid regions that are prone to conflicts and instability. It is crucial to remain committed to maintaining peace within the state. Increased civic engagement to promote understanding and tolerance will contribute to social harmony and reduce conflict.

We will be guided by clear national plans with set targets and timelines in line with commitments enshrined in our party’s manifesto. We will provide clear leadership that will empower our states to competitively attain the potentials of meeting the expectations of citizens. That will include working with them to guarantee well-outlined minimum standards of welfare provision in line with international best standards. Ours will be a new era of accountable leadership. We shall prioritise Security, Education, the Economy, Healthcare and the challenge of power- sharing among the constituent units of our country. Security Every region of this country is gripped by insecurity, the worst kind in our history. Our people are being slaughtered in large numbers and the government has failed to take decisive and effective action to stop it and bring the perpetrators to justice. The most disturbing is that members of our security forces, including military generals, are being slaughtered wantonly in a manner that can only be embarrassing to our military, which fought to keep the country together and is highly respected in various parts of the world where they distinguished themselves in international assignments. All we have been getting from the government is silence and, on occasion, expression of condolence and empty promises to deal with the murderers.

In the face of glaring healthcare challenges facing the country, we learned recently that the Federal Ministry of Health received only 30 million naira for capital expenditure in the preceding fiscal year. This is clearly a government that doesn’t care about the health of our people. Our ADC government will prioritise healthcare, with emphasis on prevention. Therefore, we will make massive investments in primary healthcare. In addition, we shall properly equip and staff our medical centres of excellence to ensure that our people receive the best specialist care here in Nigeria rather than travel abroad for same. We shall establish more such centres where needed and also incentivise the private sector to establish world class medical facilities across the country to meet the needs of our people. In the coming weeks and months, we shall be rolling out our platform addressing these priorities and other issues in more details and with clear timelines.

I have therefore not come here simply to speak about your frustrations. You know those frustrations better than I do because you live with them every day. I have come to offer you a partnership to change the conditions that created them and to ask you to become active participants in building the Nigeria you deserve. THE NIGERIA YOUR GENERATION KNOWS Let us speak plainly. The Nigeria many young people experience today is very different from the Nigeria they were promised. You were taught that if you worked hard, obtained an education, obeyed the law and applied yourselves diligently, opportunity would follow. Many of you did exactly that. You studied through strikes and blackouts, only to graduate into an economy where a university degree does not guarantee a job and where even those fortunate enough to find work increasingly struggle to afford food, transportation and rent. You have watched talented friends and classmates - doctors, engineers, accountants, software developers and other professionals - pack their bags for Canada, the United Kingdom, America and elsewhere in search of opportunities their own country should be capable of providing.

I want your support, but I also want your scrutiny. That is how democratic institutions become stronger. THE NIGERIA WE CAN BUILD Now I want you to imagine the country we can build together. Imagine a Nigeria where electricity works reliably enough that a young entrepreneur does not spend a significant part of his income generating his own power. Imagine a twenty-three-year-old Nigerian registering a company from a phone and gaining access to legitimate business financing without needing to know anybody in Abuja. Imagine a farmer who knows that when the harvest comes there will be a road to the market, storage facilities to preserve the produce and a functioning market in which to sell it. Imagine a young mother walking into a primary healthcare centre and receiving proper care without her family first having to calculate whether they can afford to keep her alive. Imagine a secondary school where the computers work, teachers are properly trained and paid, and students are taught not merely to memorise answers for examinations but to think, create and solve problems.
