What will you do to create opportunities that encourage young Nigerians to stay and those in the diaspora to return? Answer: To curb brain drain, I will prioritize macroeconomic stabilization, business-friendly regulatory reforms, tax incentives for returnee-led businesses, and dedicated diaspora investment channels, and comprehensive security reforms to make living and investing in Nigeria safe and rewarding. Q5: Food is becoming unaffordable for many families. What will you do to bring down the prices of basic foods such as rice, beans and garri? Answer: My plan targets immediate yield expansion for local food staples by eliminating import duties on farm inputs, replenishing national strategic grain reserves to buffer prices during shortages, and lowering transport costs by subsidizing local fuel refining inputs.

Q6: Farmers produce food, but bad roads, poor market access and post-harvest losses mean produce either spoils or becomes expensive before reaching consumers. How will you solve this? Answer: My administration will prioritize farm-to-market rural feeder roads under public-private partnerships, establish regional agro-processing zones near farming clusters, and deploy off-grid solar cold-storage facilities to eliminate post-harvest spoilage. Q7: Fertilizer and other farming inputs are too expensive. How will you make farming more affordable and profitable for farmers? Answer: My policy deploys a direct e-wallet input delivery system to provide subsidized fertilizers, high-yield seeds, and pest protection directly to verified smallholders, bypassing middlemen while expanding low-interest agricultural loans via the Bank of Agriculture. Q8: Nigeria has large areas of agricultural land but still imports significant amounts of food. What is your plan for increasing domestic food production and food security? Answer: My strategy expands large-scale irrigation systems (dams and boreholes) for year-round farming, encourages commercial agriculture alongside smallholder development, and deploys Agro-Rangers to secure farmland against attacks.

Q21: Farmers and herders in my community are in conflict over crops, grazing and land. What is your plan for resolving these disputes fairly? Answer: The administration will establish Community Peace and Alternative Dispute Resolution (ADR) Committees comprising traditional leaders, farming representatives, and herder associations to resolve land and crop disputes transparently. Q22: Farmers are afraid to go to their farms because of armed attacks and destruction of crops. How will you protect farmers and rural communities? Answer: The policy deploys well-equipped Agro-Rangers and uses aerial drone surveillance along agricultural corridors to detect and neutralize security threats on farmlands. Q23: What is your policy on cattle grazing, grazing routes and livestock management so that herders can raise livestock without destroying farmers' crops? Answer: My plan transitions Nigeria from open grazing to modern livestock management and commercial ranching, offering designated livestock corridors, water points, and veterinary services within commercial feedlots.
shafi na 5 Introduction Atiku Abubakar: Answers to questions from the public 2026-10-02 ›
Q24: How will you prevent farmer-herder disputes from becoming ethnic or religious conflicts, and what role should federal, state and community authorities play in resolving them? Answer: My policy enforces strict rule of law by treating violent crimes as criminal acts regardless of ethnicity, assigning intelligence to federal agencies, operational policing to states, and early- warning dispute resolution to community authorities. Q25: Kidnapping, terrorism and armed attacks have affected communities in places such as Zamfara, Borno and other parts of Nigeria for years. What will you do differently to make these communities safe? Answer: I am advocating for constitutional restructuring to allow State and Local Community Policing, expanding security force recruitment, deploying advanced satellite/drone surveillance, and conducting intelligence-driven counter-insurgency operations.

SPECIFIC MEASURES We would have undertaken extensive reforms of the public sector institutions to maximize reform impact. We would have placed special focus on security viz: •Commenced on day one, the reform of security institutions with improved funding, and enhanced welfare. My Policy Document had spelt out a Special Presidential Welfare Initiative for security personnel that we would implement •Adopted alternative approaches to conflict resolution such as diplomacy, intelligence, improved border control, deploying traditional institutions, and good neighbourliness. We would have launched an Economic Stimulus Fund (ESF), with an initial investment capacity of approximately US$10 billion to support MSMEs across all economic sectors. How would this have been funded? Details are in my Policy Document. Alongside the ESF, we would have launched a uniquely designed skills-to-job programme that targets all categories of youth, including graduates, early school leavers as well as the massive numbers of uneducated youth who are currently not in education, employment, or training.

Third, adopt a gradualist approach in the implementation of the subsidy reforms. Subsidies would not have been removed suddenly and completely. It is instructive that when I was Vice President, we adopted a gradualist approach and had completed phases 1 and 2 of the reform before our tenure ended. The incoming administration in 2007 abandoned the reforms, unfortunately. The majority of the countries that review or rationalize subsidy payments adopt a gradualist approach by phasing price increases or shifting from universal to targeted approach (Malaysia, 2022 and Indonesia, 2022 -2023). In many EU economies, complete withdrawal often takes 5 years to effect. The gradualist approach allows for adjustments, adaptation and minimizes disruptions and vulnerability. Fourth, implement a robust social protection programme that will support the poor in navigating the cost-of-living challenges arising largely from reform implementation. We would’ve invested the savings from subsidy withdrawal to strengthen the productive base of the economy through infrastructure maintenance and development; to improve outcomes in education and healthcare delivery; to improve rural infrastructure and support livelihood expansion in agriculture; and develop the skills and entrepreneurial capacity of our youth in order to enhance their access to better economic opportunities.

Condemnation after the fact is not enough. What is needed are proactive, preventive actions. As long as these criminals face no real consequences, they will continue to return to inflict more pain on innocent people. I urge the National Assembly to urgently pass legislation that allows state governments to properly arm and equip their security outfits with modern weapons. This will strengthen our overall security architecture and help relieve the overstretched federal security agencies. At the same time, I must call on community members to reject collaboration with armed groups and instead support our security forces by sharing intelligence. Security is a shared responsibility. I commend the courage and sacrifices of our security forces. Their efforts remain invaluable, but they need the full support of the people and a government that prioritizes security, not just with words but with decisive action.

● Support farmers through targeted investment in inputs, mechanization, extension services, and market access - matching the right policy tools to the needs of different categories of farmers ● Put into use the abandoned water dams across federal, state, and local levels to enable year-round farming for smallholder farmers ● Develop the entire agricultural value chain to enhance productivity, reduce post-harvest losses, and invest in aggregation centres, warehouses, and cold chain systems 3. Stabilize food prices and protect Nigerians from food inflation. We will take targeted and coordinated action to reduce food price volatility, protect households from sudden spikes, and ensure stable and affordable food supply across the country. ● Build and maintain a transparent strategic grain reserves release system to stabilize supply and release food into the market during shortages ● Strengthen market monitoring systems to track food prices in real time and enable early government response ● Coordinate with states and the private sector to ensure efficient distribution of food during supply shocks

● Reduce the incentives for kidnapping by making the system riskier, less profitable, and easier to dismantle ● Disrupt financial flows that enable kidnapping, including ransom payments, laundering channels, and support networks ● Deploy intelligence and financial tracking systems to identify, monitor, and shut down kidnapping operations ● Introduce strict legal and financial consequences for individuals and entities that facilitate or profit from ransom systems 11.Make farming safe again. Recognizing that insecurity on farms directly drives food shortages and rising prices, we will treat farmer security as a core pillar of food policy Details: ● Secure farming communities and agricultural corridors through targeted security deployments ● Establish protected farming zones in high-risk areas to enable safe cultivation and harvest ● Integrate security planning into agricultural policy, linking farm protection to food supply stability ● Support early warning and rapid response systems for rural communities facing threats ● Reduce food inflation by ensuring farmers can produce, harvest, and transport goods without disruption

On security, my plan to tackle insecurity covers every part of Nigeria, the North West and the whole of the north included. I am committed to setting up Anti-Banditry and Kidnapping Special Units in every state command, made up of highly trained, mobile personnel, to strengthen the response to banditry and kidnapping. I want to adopt a firehose principle for security coordination, driving continuous, high-volume coordination across jurisdictions so we get faster responses and stronger intelligence sharing. Bordering states will jointly plan operations, share intelligence in real time, and coordinate responses, and I will push for an independent Internal Affairs Agency to investigate misconduct within police and other security services. I also want joint security frameworks with neighbouring states and countries facing the same threats. I believe that with the right political leadership, Nigerian security forces have the capacity to take on the insecurity confronting this country, and this is how we rescue your community from banditry, kidnapping, and cross-border crime. I also recognise that insecurity has pushed crop farmers and pastoralists off their land, including into neighbouring countries, and that this has reduced food production and raised food prices, which is part of why tackling it must be a priority.

I also want to reform and reorient the police into a true public service, moving from a regime-protection force to one focused on citizens. That means demilitarizing the police: gradually ending barracks as the default system of accommodation, and decentralizing deployment so mid- to lower-level officers serve closer to their states of residence. I will put clear controls around arrests and detention, with mandatory body cameras, cameras in interrogation rooms, and enforceable guidelines on the use of force and firearms. I will establish a multi-layered security system that reflects Nigeria's federal structure, to improve response times and ensure accountability at every level. I am also committed to increasing the number of police officers nationwide, to meet the international standard of one officer for every 450 citizens. This means launching a phased national recruitment and training programme to expand police numbers at the federal, state and local levels.

For agriculture, I will build farm-to-market feeder roads, set up agro-processing zones, deploy solar cold-storage to stop post-harvest losses, deliver subsidized fertilizer and seeds directly to farmers through an e-wallet system, expand low-interest loans through the Bank of Agriculture, and expand irrigation for year-round farming, while treating food security as a national priority with strategic food reserves and greater mechanization. For education, I will expand conditional cash transfers tied to school attendance and child vaccination, alongside a revitalized National Homegrown School Feeding Scheme.

Yes, job creation is central to what I have set out for you. My policy focuses on private-sector-led growth, targeting up to 3 million jobs annually for graduates and young Nigerians. I also proposed a $10 billion economic stimulus programme, using the savings from subsidy removal, designed to create millions of jobs across agriculture, manufacturing, technology, and infrastructure. That plan was meant to lift millions out of poverty, give targeted support to the most vulnerable, and ignite the kind of economic activity that grows the tax base organically, so that the pain of subsidy removal gave way to renewal of opportunity and employment. On the digital economy, I am determined to prepare you for the jobs of the future by investing in digital skills, innovation, and technology-driven education. This means supporting tech hubs and innovation centres across the country, building digital skills, coding, and technology training into education systems, training in fields like artificial intelligence, cybersecurity, and data science, and partnering with private companies and global technology firms to expand access to training and employment.

Nigerians don't just want promises, they want a plan they can measure, and that is exactly what I am offering. On security, I will begin, from day one, the reform of our security institutions, with improved funding and enhanced welfare, including a Special Presidential Welfare Initiative for security personnel. Alongside this, I will use diplomacy, intelligence, better border control, our traditional institutions, and good neighbourliness to resolve conflict, rather than relying on force alone. On jobs, I will launch an Economic Stimulus Fund with an initial investment capacity of approximately $10 billion to support small businesses across every sector of our economy. I will also launch a skills-to-job programme for every category of young person, graduates, early school leavers, and those currently not in education, employment, or training. Alongside this, I have spoken of a financing programme for start-ups and entrepreneurs, to move young Nigerians from dependence to enterprise, from unemployment to productivity, and from palliatives to prosperity.

On the federal job age limit for graduates, I don't have a specific commitment to raise it from 35 to 40 to share with you. What I can tell you is what I'm determined to do for young people looking for real opportunities. My administration will overhaul Technical and Vocational Education and Training curricula, working with industry leaders so that what graduates and polytechnic students learn actually matches what the job market needs. We will establish modern vocational training hubs across all geopolitical zones, launch dual-apprenticeship programmes, and standardize national skill certifications, so you are prepared for actual jobs, not just certificates. I am also committed to reducing the tax burden on small businesses that create jobs. We will reward businesses that employ Nigerians by lowering their tax burden and creating incentives for job creation and growth. This is how we will encourage more employers to open their doors to you and others seeking work.

On your first question, about tackling hardship, insecurity, and graduate unemployment: my plan is clear. End insecurity, bring down the cost of living, create opportunities for every Nigerian, and uphold the rule of law. I have the experience to do this. I led the reforms that returned loss-making government companies to private hands and opened our economy to private investment. I served in the Customs Service from 1969 to 1986, and I have built businesses that today employ thousands of Nigerians, so I know how jobs are created. On security specifically, I am determined to strengthen the response to banditry and kidnapping by establishing Anti-Banditry and Kidnapping Special Units in every state command, made up of highly trained and mobile personnel. I will also drive continuous, high-volume coordination across jurisdictions, both internally and externally, so that bordering states can jointly plan and execute security operations, share intelligence in real time, and coordinate responses to threats. We will also strengthen security cooperation with Nigeria's neighbours on threats like banditry, kidnapping, and cross-border crime.

On reforms to improve education quality and create jobs for young graduates, I will overhaul technical and vocational education and training curricula in partnership with industry leaders so they match real job market requirements. This means establishing modern vocational training hubs across all geopolitical zones, launching dual-apprenticeship programmes, and standardizing national skill certifications. I am also committed to declaring a state of emergency in technical and vocational education, expanding skills training centres and aligning them with industry needs, providing student loans and financing support so young Nigerians can access this training, and integrating vocational training into secondary education to create multiple pathways for learning and employment. Within the first 100 days, I will declare a national emergency on out-of-school children and convene a National Education Summit to develop and implement a clear action plan. Alongside this, I am determined to expand transparent access to finance for young entrepreneurs, artisans, farmers, technology founders and people in the creative economy, and to put in place a financing programme for start-ups and entrepreneurs, so young Nigerians can move from dependence to enterprise, from unemployment to productivity.

On police welfare, I am determined to reform and reorient the police into a true public service, moving away from a regime-protection force to one focused on citizens like you. Part of this means demilitarizing the police: gradually ending barracks as the default way officers are housed, and decentralizing deployment so mid- to lower-level officers can serve closer to their states of residence. I also intend to increase the number of police officers nationwide, working toward the international standard of one officer for every 450 citizens, through a phased national recruitment and training programme at the federal, state and local levels. This is how we strengthen community safety and improve the welfare of the men and women who serve. On pension reform, my commitment to pension dignity covers every retiree, police included. I intend to rebase legacy pensions to reflect today's cost of living, correcting years of erosion, and introduce a minimum pension guarantee so that every retiree receives a living income, not one that leaves them living like beggars. I will link pension adjustments to inflation over time to protect purchasing power, and prioritize timely and consistent pension payments across all levels of government. A lifetime of service should lead to security, not hardship.
