States will remain the federating units, but I want to encourage them to cooperate more closely. We will support voluntary cooperation among states to build shared infrastructure, and allow regional economic blocs to coordinate development strategies without undermining the federation. States facing similar economic or security challenges will be encouraged to make joint investments and align their policies.

The ADC will:
1. Reduce the tax burden on small businesses that create jobs. We will reward businesses that employ Nigerians by lowering their tax burden and creating incentives for job creation and growth.
