Q37: Many communities lack ambulances, emergency services and access to specialist care. How will you improve emergency and specialist healthcare outside major cities? Answer: Regional specialist medical centers will be linked to rural communities via regional ambulance networks and integrated telemedicine services. Q38: Nigerian doctors and other health professionals continue to leave the country. How will you improve working conditionsand retain healthcare workers? Answer: To stop health worker migration, the plan raises health sector pay structures, waives tariffs on imported medical equipment, improves workplace safety, and funds medical research grants. Q39: Fuel is too expensive and is increasing the cost of almost everything. How exactly will your proposed policy for locally refined petrol reduce the pump price for ordinary Nigerians?

“Economic policy must ultimately answer a very simple question: Can the ordinary Nigerian afford to live?
“The nutrition figures before us make that question even more urgent. We must expand treatment for severely malnourished children, strengthen maternal and child nutrition programmes and ensure that nutrition budgets actually reach communities. But we must also confront the economic pressures that make adequate diets increasingly difficult for struggling households.
“We cannot build a strong country on the bodies of hungry children.
“We cannot celebrate economic statistics while mothers are cutting meals and children are denied the nutrition they require to grow.
“My objective is clear: lower the cost of energy, lower transportation and production costs, strengthen Nigerian production, restore purchasing power and give families breathing room again.
I will make life affordable again.”

Our People First agenda is gathering momentum across Nigeria.
At the heart of that agenda is my firm commitment to make life affordable again for Nigerian families. That includes restoring fuel subsidy—not the old import-dependent system, but a targeted production subsidy that supports fuel refined here in Nigeria, strengthens domestic production and is designed to reduce the price Nigerians pay at the pump.
When fuel becomes more affordable, transportation costs can ease. The cost of moving food from farms to markets can come down. Small businesses can breathe again. Families can keep more of their hard-earned money.
That is the purpose of our People First policy: put the welfare of Nigerians at the centre of government.
The tremendous reception we received in Ondo State today, as we welcomed new members into our great party, the ADC, was deeply encouraging. The enthusiasm was unmistakable.

The ADC will:
1. Prioritize preventive healthcare. Establish a National Health Education and Prevention Programme (NHEPP) to promote healthier lifestyles, reduce the burden of preventable diseases, and lower long-term healthcare costs.
Details:
● Launch nationwide public health campaigns on nutrition, hygiene, vaccination, and lifestyle-related diseases ● Integrate preventive health education into schools and community programmes ● Expand routine screening and early detection services across primary healthcare centres ● Partner with communities and local governments to promote grassroots health awareness and behaviour change
2. Establish a National Health Security and Protection Programme under the Social Protection Act. The programme will combine health insurance with personal medical savings, ensuring unused savings roll over and grow over time, encouraging preventive care and long-term planning. Government will provide direct contributions or subsidies for vulnerable citizens, ensuring equitable access.

Details:
● Provide each citizen in the National Social Register with a dedicated medical savings account for routine healthcare such as consultations, medications, diagnostics, and preventive services ● Guarantee that every citizen is protected against major health costs, ensuring no one is pushed into poverty due to serious illness ● Allow citizens to use their health savings transparently and flexibly, giving them greater control over how they access care
3. Build modern digital health systems. Develop telemedicine and electronic medical records to improve access, efficiency, and quality of care. Establish a National Telehealth Access Programme (NTAP) to connect healthcare providers and patients nationwide.

Details:
● Enable healthcare centres to consult qualified professionals remotely through NTAP ● Allow Nigerian healthcare professionals in the diaspora to provide remote services as licensed practitioners under the programme ● Digitize patient records to improve continuity of care and reduce inefficiencies across the health system
4. Retain and value health workers by making Nigeria a place worth staying. Stop the loss of skilled professionals by ensuring health workers are paid fairly, protected on the job, and supported to build meaningful careers at home.
Details:
● Implement competitive and timely compensation for health workers across all levels of government ● Provide proper hazard allowances, insurance, and workplace protections, especially for frontline staff ● Improve working conditions through better staffing, equipment, and facility standards ● Create clear career progression pathways, including training, specialization, and leadership opportunities ● Introduce targeted retention incentives for critical roles and underserved areas ● Reduce push factors driving migration by restoring dignity, stability, and professional respect in the health sector
