What strategy will you use to stabilize the foreign exchange market and strengthen the naira's value?
Here is where I stand: a free float, as currently run, is wrong for Nigeria right now. Our reserves are not strong enough to support a freely floating rate, our dollar earnings from oil have been declining, and we are not attracting enough foreign investment, so a free float leaves the Naira exposed. A fixed rate is also not the answer, it would starve the economy of confidence and amount to running a subsidy regime. What I favour is a managed float, where the Naira can move day to day, but the Central Bank steps in, judiciously and responsibly, to control and stabilise its value and curb speculation. Alongside this, I believe the Central Bank needs the independence to tackle liquidity, demand, FX backlogs and rate convergence properly, rather than policy being rushed without consultation.
