Q9: My community has no reliable source of clean drinking water, and some families walk long distances or buy water every day. How will you provide sustainable clean water to communities like ours? Answer: My administration will launch a National Rural Water Supply Initiative, collaborating with state and local governments to drill solar-powered motorized boreholes and construct community water treatment plants. Q10: The water we drink and fish from is contaminated. What will you do to provide safe water and prevent people, especially children, from becoming sick? Answer: M policy strengthens water quality enforcement agencies, strictly penalizes industrial waste dumping in rivers, and distributes community point-of-use water purification systems to curb waterborne illnesses. Q11: Our community has poor drainage and waste disposal. What will you do to improve sanitation and prevent flooding and disease?

Answer: My strategy is to build master drainage systems in flood-prone areas, modernize municipal solid waste recycling, and channel Ecological Fund resources directly into local erosion control and sanitation programmes. Q12: Many communities depend on wells that dry up during the dry season. What is your plan for sustainable year-round water supply, particularly in rural areas? Answer: My administration will focus on deep-aquifer drilling, rainwater harvesting infrastructure, and small earth dams to store water for year-round domestic and agricultural use. Q13: We don't have reliable electricity in our community despite having poles and repeated promises. How will you make sure electricity actually reaches underserved communities? Answer: My plan is to move power distribution and generation off the exclusive federal list, empowering states and off-grid developers to directly connect and supply electricity to underserved areas.

Q44: Oil spills and pollution have destroyed farms, fishing and livelihoods in Niger Delta communities. How will you clean up affected areas, compensate communities and hold responsible oil companies accountable? Answer: My administration will accelerate the Ogoni cleanup, strictly enforce environmental restoration across all oil-producing areas, and apply strict "polluter pays" legal liabilities to non- compliant oil majors. Q45: Flooding and erosion are destroying farms, roads and homes in many communities. What is your national plan for managing these environmental and climate-related risks? Answer: My plan executes a National Flood and Erosion Management Plan that dredges the River Niger and River Benue, manages dam releases systematically, and directs the Ecological Fund straight to vulnerable communities. Q46: Illegal mining is polluting rivers and destroying farmland.

Together, we can build a Nigeria that rewards enterprise instead of excuses. A Nigeria that inspires confidence instead of despair. A Nigeria that gives every citizen, not just the privileged few, a genuine opportunity to succeed. That is the Nigeria we must build. That is the Nigeria we must leave for generations yet unborn. CONCLUSION. My dear young Nigerians, The future of our country will not be decided only in Aso Rock. It will not be decided only in party headquarters. It will not be decided only in television studios or on social media. It will be decided in our communities. It will be decided in our schools. It will be decided in our workplaces. It will be decided in our polling units. And above all, it will be decided by ordinary Nigerians who refuse to surrender their future to fear, manipulation or despair. This retreat must not end with inspiring speeches, beautiful photographs and good intentions.

That is why the Atiku Economic Recovery Plan, AERP, begins with a simple principle: Reduce the cost at source instead of allowing prices to explode and then arriving with palliatives. Under AERP, support would be targeted at Nigerian crude supplied for domestic refining within a capped, transparently budgeted and independently audited framework. The crude would be tracked. Refined products would be monitored. And the intervention would carry a clear consumer pass-through obligation so that the benefit does not stop with the refinery or marketer but reaches Nigerians at the pump. The economics is straightforward. Reduce fuel costs and you reduce pressure on transportation. Reduce transportation costs and you reduce the cost of moving tomatoes, rice, yam, livestock and manufactured goods. Reduce those costs and more of a worker’s income remains available for food, rent, education and healthcare. That is structural relief.

The former Vice President reiterated his commitment to policies designed to reduce the cost of living if elected president, including a targeted production subsidy for petroleum products refined in Nigeria, rather than a return to an open-ended subsidy on imported fuel. He said the policy would be structured to support domestic refining, eliminate waste and ensure that government support translates directly into lower prices for consumers. “My promise to make life affordable again is not a political slogan. It is a solemn covenant with the Nigerian people. “We will support what Nigeria produces. We will support fuel refined in Nigeria, create Nigerian jobs and insist that every naira of government support delivers a measurable benefit to the consumer. “The purpose of government is not merely to announce reforms. The purpose of government is to make life better for the people.” Atiku said Nigeria’s young people deserve classrooms, skills, jobs and opportunities that allow them to fulfil their potential rather than an economy that leaves survival increasingly dependent on dangerous and uncertain livelihoods.

1. Establish a National Environmental Resilience Framework (NERF) to drive economic growth by protecting productive assets, boosting agricultural output, creating green jobs, and reducing the cost of environmental shocks on businesses and government. ● Enhance investor confidence by establishing clear environmental standards and enforcement mechanisms, reducing regulatory uncertainty and positioning Nigeria as a more attractive destination for long-term infrastructure and industrial investment. ● Reduce economic losses from environmental disasters by strengthening flood control systems and early warning mechanisms, minimizing damage to homes, roads, farms, and businesses, and shifting government spending from emergency response to proactive investment. ● Unlock new value chains in recycling, agroforestry, and clean energy services. 33

● Unlock climate and green finance by building structured funding pipelines that attract green bonds, carbon market investments, and development partner financing, while improving Nigeria's capacity to absorb and effectively deploy climate funds. ● Boost agricultural productivity and food supply by scaling climate-smart agriculture. 1.6. AGRICULTURE The ADC will: 1. Make food security a national security priority, recognizing that a nation that cannot feed itself is a nation at risk. ● We will elevate food security to the National Security Council agenda ● We will align federal, state, and local government strategies under a unified national framework ● We will establish strategic reserves and emergency systems by building and maintaining national and regional food reserves, developing rapid response mechanisms for food shocks and price volatility, and coordinating humanitarian and social protection responses ● We will strengthen the linkages between farmers, processors, and markets; improve rural-urban logistics and transport infrastructure; and support agro-processing zones and local value addition ● We will increase Nigeria's agricultural mechanization to significantly improve productivity

7. Promote responsible resource control with national balance. States will have greater control over natural resources within their territories, while contributing fairly to the federation through taxes and royalties. This will drive local development while preserving national cohesion. Details: ● Amend relevant laws, including the Petroleum Act, Nigerian Minerals and Mining Act, Land Use Act, and Petroleum Profit Tax Act, to enable states to manage and benefit more directly from their natural resources ● Require states to remit agreed taxes or royalties to the federal government to maintain national balance and shared responsibility ● Encourage states to develop resource-based industries, including processing and value addition, rather than relying solely on extraction ● Establish clear regulatory frameworks to ensure environmental protection, transparency, and accountability in resource management 8. Promote the inclusion of women, youths, and persons with disabilities in governance. We will ensure that vulnerable and underrepresented groups are meaningfully included in political appointments, decision-making processes, and elective offices, with clear policies and institutional support to make inclusion a reality, not just a promise.

If oil prices rise, I will not resort to new borrowing to fund it. The production subsidy is capped in the national budget and funded directly from domestic crude sales, with global price shocks managed through structured fiscal stabilization buffers and oil revenue hedging tools, not debt. I have also been clear that this administration's pattern of borrowing more while delivering less is something Nigerians deserve a full account of.
