Atiku Abubakar: Answers to questions from the public 2026-10-02 ›
Answer: My policy expands conditional cash transfers to poor households conditioned on school attendance and child vaccination, paired with a revitalized National Homegrown School Feeding Scheme. Q49: Politicians make promises during elections and often fail to deliver them. How will Nigerians track your promises, see how public money is being spent and hold your government accountable when commitments are not fulfilled? Answer: My administration will launch an online "Promise Tracker" portal and implement Open Government Partnership (OGP) standards to publish live budget spending, contract awards, and performance metrics.

SPECIFIC MEASURES
We would have undertaken extensive reforms of the public sector institutions to maximize reform impact.
We would have placed special focus on security viz:
•Commenced on day one, the reform of security institutions with improved funding, and enhanced welfare. My Policy Document had spelt out a Special Presidential Welfare Initiative for security personnel that we would implement
•Adopted alternative approaches to conflict resolution such as diplomacy, intelligence, improved border control, deploying traditional institutions, and good neighbourliness.
We would have launched an Economic Stimulus Fund (ESF), with an initial investment capacity of approximately US$10 billion to support MSMEs across all economic sectors.
How would this have been funded?
Details are in my Policy Document.
Alongside the ESF, we would have launched a uniquely designed skills-to-job programme that targets all categories of youth, including graduates, early school leavers as well as the massive numbers of uneducated youth who are currently not in education, employment, or training.

An ADC government under my leadership will take decisive action to address insecurity and protect lives and property in the country. We shall strengthen the armed forces, the police and other security agencies with massive new recruitment, provision of modern and adequate equipment, training, improved welfare and effective leadership. We shall also ensure accountability and proper coordination and intelligence sharing among all our security agencies.
It is obvious to us in the ADC that we can only secure our country long-term if we educate our young people and create an economy in which they and their families can thrive and help to change Nigeria and the world for the better.
Education
Under the watch of this APC government over 20 million of our school-age children are not in school. This cannot be tolerated in the modern world where education is the surest path to descent employment, wealth creation, national development and enlightened citizenry. We will, therefore, implement free and compulsory education at the primary and secondary levels and invest in leadership, entrepreneurial, technological and innovation skills amongst our teeming youth.

But I cannot achieve that vision alone.
No President, no matter how determined, can rebuild Nigeria without the active participation of its greatest asset—its young people.
That brings me to the central message of my address today:
The role of young Nigerians in building a new democratic Nigeria.
The current political establishment often looks at young Nigerians and sees a restless population to be managed, manipulated or mobilised only during elections.
I see something entirely different.
I see the greatest national asset Nigeria has ever produced.
I see innovators building world-class businesses from laptops and mobile phones. I see young farmers feeding communities despite enormous odds. I see creators, engineers, doctors, teachers, entrepreneurs, artisans and professionals proving every day that the Nigerian spirit cannot be defeated.
Unfortunately, I also see enormous talent trapped by poor leadership.

I dream of a Nigeria where no child is denied an education because of poverty.
I dream of a Nigeria where every graduate can aspire to meaningful employment or build a successful business without being suffocated by poor policies.
I dream of a Nigeria where electricity powers factories instead of generators, where businesses grow instead of merely struggling to survive, and where innovation is rewarded instead of frustrated.
I dream of a Nigeria where our farmers cultivate their land without fear, where our communities are secure, and where no parent goes to bed wondering whether their child will return safely from school.
I dream of a Nigeria where technology becomes a gateway to prosperity, where artificial intelligence, innovation and entrepreneurship create millions of new opportunities for our young people instead of forcing them to search for greener pastures abroad.
I dream of a Nigeria where talent matters more than tribe.

Nigeria cannot continue asking competent young people to wait outside the room while their future is being decided inside it.
MY COVENANT WITH YOU
Our partnership must also mean something practical in the lives of young Nigerians.
It begins with jobs and enterprise. Nigeria has millions of young people with ideas, energy and ambition, but too many cannot access the capital required to turn those ideas into businesses.
We will expand transparent access to finance for young entrepreneurs, artisans, farmers, technology founders and people working in the creative economy. Your surname, political connection or ability to find a godfather should not determine whether a good idea receives an opportunity to succeed.
Education must also change. We cannot continue educating young Nigerians for an economy that no longer exists. Our schools must place greater emphasis on science, technology, vocational education, agriculture, digital skills, critical thinking and entrepreneurship. And no brilliant Nigerian child should be denied tertiary education simply because his or her parents are poor.

Nigeria’s young people do not need a government that teaches them how to survive hardship. They need a government that gives them the opportunity to prosper.
The cost-of-living crisis has stripped millions of Nigerians of purchasing power, weakened small businesses and pushed too many young people farther away from jobs, capital and economic independence.
My commitment is to change that.
We will restore purchasing power, reduce the cost of living and deliberately expand opportunities for young Nigerians, including through a $100 billion financing programme for start-ups and entrepreneurs.
Our objective is simple: move young Nigerians from dependence to enterprise, from unemployment to productivity, and from palliatives to prosperity.
It was against this background that I was pleased to receive, this afternoon, a nationwide delegation of N-Power beneficiaries who came to declare their support for my presidential candidacy.

“Our proposal is clear: support domestic production, reduce the cost of crude going into Nigerian refineries, protect legitimate refinery margins and ensure that lower production costs translate into lower costs for Nigerians.”
Atiku said the Presidency should stop inventing a policy for him and then attacking the fiction it created. “We have been clear from the beginning. “We are restoring subsidy through a production model. “We are proposing a production subsidy not an import subsidy. We are not proposing to subsidise petrol refined abroad. We are not proposing to force Dangote or any other Nigerian refinery to sell below cost. “We are proposing targeted support for crude refined here in Nigeria so that domestic refineries can produce more competitively, expand capacity, create jobs and sell fuel at a price Nigerians can better afford.

My dear Francis, thank you for taking the time to truly understand what I am proposing. That means a great deal to me.
I am not restoring subsidy so that Nigeria can keep paying for imported petrol. I am restoring subsidy so that Nigerians can produce more at home, pay less for fuel, and keep more money in their pockets.
That is the difference between import subsidy and production subsidy.
Think about shoes. If government wants Nigerians to buy shoes more cheaply, it can spend public money making imported shoes cheaper, or it can support shoemakers in Aba to reduce their production costs so they can make more shoes here, employ more Nigerians and sell at more affordable prices.
I choose the Aba shoemaker.
I will do the same with fuel. We will support crude refined in Nigeria so our refineries can produce at a lower cost and you can pay less.
But for me, this is bigger than fuel.
I want the bus fare you pay every morning to come down. I want the cost of taking food from the farm to the market to come down. I want the trader to spend less. I want the barber, tailor, welder and small business owner to spend less on energy.

“My position is straightforward: support what Nigeria produces and refines, lower domestic production costs, and ensure that the benefit reaches the Nigerian consumer.
“This is not an import subsidy. If you do not refine in Nigeria, you do not qualify.
“The subsidy follows the barrel refined in Nigeria.
“Produce here. Refine here. Create jobs here. Pay less here.”
Atiku said reducing the underlying cost of energy was important not only because Nigerians buy petrol, but because energy and transportation costs run through agriculture, manufacturing, logistics, markets and household expenditure.
“My production-subsidy proposal is therefore not simply a petrol policy. It is part of a broader affordability programme.
“I want the farmer to spend less getting produce to market. I want the trader to spend less transporting goods. I want the bus driver to spend less on fuel. I want parents to have more money left after transportation so that they can put better food on the table.

The former Vice President reiterated his commitment to policies designed to reduce the cost of living if elected president, including a targeted production subsidy for petroleum products refined in Nigeria, rather than a return to an open-ended subsidy on imported fuel.
He said the policy would be structured to support domestic refining, eliminate waste and ensure that government support translates directly into lower prices for consumers.
“My promise to make life affordable again is not a political slogan. It is a solemn covenant with the Nigerian people.
“We will support what Nigeria produces. We will support fuel refined in Nigeria, create Nigerian jobs and insist that every naira of government support delivers a measurable benefit to the consumer.
“The purpose of government is not merely to announce reforms. The purpose of government is to make life better for the people.”
Atiku said Nigeria’s young people deserve classrooms, skills, jobs and opportunities that allow them to fulfil their potential rather than an economy that leaves survival increasingly dependent on dangerous and uncertain livelihoods.

I will not ask you to endure hardship as if pain itself were proof of progress. I have said that a competent government should be able to protect both the producer and the consumer, and that economic reform must have a human face, affordable food, cheaper transportation, accessible healthcare, decent jobs. My argument is to reduce the cost of energy so salaries buy more, reduce transport costs, and reduce the cost of moving food, so families keep more of what they earn, not to tell you that hardship is reform working.

Here's what I can tell you: we will transform ask AA into Presidential Promise Tracker and apply Open Government Partnership standards to publish live budget spending, contract awards, and performance metrics. This is how you will be able to see where public money goes and hold my government to account on it. The passages I have don't speak specifically to publishing beneficial ownership of contracts, so I can't go beyond that commitment here.

Wa alaikumu salaam, and welcome.
I'm glad to have you here. This platform, Ask AA, is one I have built as a public information portal, a place for Nigerians to engage with me directly on government policies and initiatives. It will grow into a Presidential Promise Tracker, where you can monitor the promises I make, follow how they are being implemented, and see exactly how public funds are being spent. That is how we build transparency and accountability at every level of government, not by asking you to take my word for it, but by laying the record open for you to examine yourself.
I see you, and young Nigerians like you, not as a restless population to be managed or mobilised only at election time, but as the greatest national asset this country has ever produced. The innovators, the farmers, the creators, the engineers, the doctors, the teachers, the entrepreneurs, the artisans, you are the ones proving every day what the Nigerian spirit can do.
