shafi na 5 Introduction Atiku Abubakar: Answers to questions from the public 2026-10-02 ›
Q24: How will you prevent farmer-herder disputes from becoming ethnic or religious conflicts, and what role should federal, state and community authorities play in resolving them? Answer: My policy enforces strict rule of law by treating violent crimes as criminal acts regardless of ethnicity, assigning intelligence to federal agencies, operational policing to states, and early- warning dispute resolution to community authorities. Q25: Kidnapping, terrorism and armed attacks have affected communities in places such as Zamfara, Borno and other parts of Nigeria for years. What will you do differently to make these communities safe? Answer: I am advocating for constitutional restructuring to allow State and Local Community Policing, expanding security force recruitment, deploying advanced satellite/drone surveillance, and conducting intelligence-driven counter-insurgency operations.

My attention is drawn to a disturbing disclosure by the Finance Minister and Coordinating Minister of the Economy, Wale Edun, as he addressed State House correspondents after the Federal Executive Council (FEC) meeting at the Presidential Villa on Tuesday, 14 May. There is, according to the Minister, a move by the Federal Government to rev up economic growth by unlocking N20 trillion from the nation’s pension funds and other funds to finance critical infrastructure projects across the country. The Minister has indicated that although "the initiative is expected to attract foreign investment interest over time", domestic savings are his ‘immediate focus’ for now. He provided no useful details, such as the percentage of the funds to be mopped up from the Pension Funds, for example. Even at that, this move must be halted immediately! It is a misguided initiative that could lead to disastrous consequences on the lives of Nigeria’s hardworking men and women who toiled and saved and who now survive on their pensions having retired from service.

It is another attempt to perpetrate illegality by the Federal Government. The government must be cautioned to act strictly within the provisions of the Pension Reform Act of 2014 (PRA 2014), along with the revised Regulation on Investment of Pension Assets issued by the National Pension Commission (PenCom). In particular, the Federal Government must not act contrary to the provisions of the extant Regulation on investment limits to wit: Pension Funds can invest no more than 5% of total pension funds’ assets in infrastructure investments. I note that as of December 2023, total pension funds assets were approximately N18 Trillion, of which 75% of these are investments in FGN Securities. There is NO free Pension Funds thst is more than 5% of the total value of the nation's pension fund for Mr. Edun to fiddle with. There are no easy ways for Mr. Edun to address the challenges of funding infrastructure development in Nigeria. He can’t cut corners. He must introduce the necessary reforms to restore investor confidence in the Nigerian economy and to leverage private resources, skills, and technology. -AA

I would have led by example. Any fiscal reform to improve liquidity and the management of our fiscal resources must first eliminate revenue leakages arising from governance, including the cost of running the government and the government procurement process. I (and members of my team) would not have lived in luxury while the citizens wallow in misery. We would have communicated more effectively with the people, with civility, tact, and diplomacy. Transparent communication with the public is essential to build public trust, which in turn is important to ensure that the public understands what the government is doing. We would have consulted more with all stakeholders to learn, negotiate, adapt, and modify, among other policy goals. We would have demonstrated more empathy. My Reforms would wear a human face. We would have been more strategic in the design and implementation of reform fallout mitigating measures. I would not run a ‘palliative economy’ yet, we would have robust social protection programme that will offer genuine support to the poor and vulnerable and provide immediate comfort and security to enable them to navigate the stormy seas.

SPECIFIC MEASURES We would have undertaken extensive reforms of the public sector institutions to maximize reform impact. We would have placed special focus on security viz: •Commenced on day one, the reform of security institutions with improved funding, and enhanced welfare. My Policy Document had spelt out a Special Presidential Welfare Initiative for security personnel that we would implement •Adopted alternative approaches to conflict resolution such as diplomacy, intelligence, improved border control, deploying traditional institutions, and good neighbourliness. We would have launched an Economic Stimulus Fund (ESF), with an initial investment capacity of approximately US$10 billion to support MSMEs across all economic sectors. How would this have been funded? Details are in my Policy Document. Alongside the ESF, we would have launched a uniquely designed skills-to-job programme that targets all categories of youth, including graduates, early school leavers as well as the massive numbers of uneducated youth who are currently not in education, employment, or training.

We will be guided by clear national plans with set targets and timelines in line with commitments enshrined in our party’s manifesto. We will provide clear leadership that will empower our states to competitively attain the potentials of meeting the expectations of citizens. That will include working with them to guarantee well-outlined minimum standards of welfare provision in line with international best standards. Ours will be a new era of accountable leadership. We shall prioritise Security, Education, the Economy, Healthcare and the challenge of power- sharing among the constituent units of our country. Security Every region of this country is gripped by insecurity, the worst kind in our history. Our people are being slaughtered in large numbers and the government has failed to take decisive and effective action to stop it and bring the perpetrators to justice. The most disturbing is that members of our security forces, including military generals, are being slaughtered wantonly in a manner that can only be embarrassing to our military, which fought to keep the country together and is highly respected in various parts of the world where they distinguished themselves in international assignments. All we have been getting from the government is silence and, on occasion, expression of condolence and empty promises to deal with the murderers.

The moral obscenity at the heart of this scandal demands to be named plainly. For three years, the Tinubu administration has subjected ordinary Nigerians to an unrelenting programme of economic austerity without precedent in our democratic era. The removal of the fuel subsidy, executed without preparation, without social safety nets, and without honest public accounting of the savings, detonated the cost of living across every stratum of Nigerian society. The Naira has been serially devalued, wiping out the purchasing power of workers, traders, small business owners, and pensioners. Interest rates have been driven to levels that have effectively shut small and medium enterprises out of the credit market, strangling the productive base of the economy and accelerating unemployment at a time when Nigeria's youth population is growing faster than any other demographic on earth. Nigerians have been told, repeatedly and firmly, that the treasury is empty, that there is no alternative to the pain being administered, and that sacrifice today is the price of prosperity tomorrow. The government has borrowed at punishing interest rates on international markets, adding to a debt burden that will constrain the fiscal choices of Nigerian governments for a generation, all the while telling the public that every kobo of expenditure is being carefully accounted for and prudently managed.

Again, Bola, you told Nigerians that salaries and pensions are being paid “on time and in full.” Tell that to the military pensioners who protested over unpaid adjustments. Tell it to federal workers who have reported delayed salaries, wage awards and promotion arrears. A pensioner standing outside a government office to demand what is owed does not need a lecture about prosperity. Pay the outstanding entitlements, publish what remains unpaid, and stop claiming that everyone has been paid in full. A growing government account is not a recovering Nigerian. A speech about prosperity is not prosperity. Show Nigerians where the savings went. Show them the relief. Or stop calling their pain a cure. Our independence also demands political freedom. Nigerians must be free to question their leaders, organise peacefully and demand change. Public office belongs to the people. No President owns the voices of citizens.

7. Promote responsible resource control with national balance. States will have greater control over natural resources within their territories, while contributing fairly to the federation through taxes and royalties. This will drive local development while preserving national cohesion. Promote the inclusion of women, youths, and persons with disabilities in governance. We will ensure that vulnerable and underrepresented groups are meaningfully included in political appointments, decision-making processes, and elective offices, with clear policies and institutional support to make inclusion a reality, not just a promise.

I believe that with the right political leadership, Nigerian security forces have the capacity to take on the insecurity confronting this country. That is why I am committed to concrete steps: setting up Anti-Banditry and Kidnapping Special Units in every state command, made up of highly trained, mobile personnel, and adopting a firehose principle for security coordination, driving continuous, high-volume coordination across jurisdictions so we get faster responses, stronger intelligence sharing, and better outcomes. I also want an independent Internal Affairs Agency to investigate misconduct within police and other security services, and joint security frameworks with neighbouring states and countries facing the same threats. This is how we rescue our communities from banditry, kidnapping, and cross-border crime.

On insecurity, my plan covers every part of Nigeria, the north included. I am committed to setting up Anti-Banditry and Kidnapping Special Units in every state command, made up of highly trained, mobile personnel, to strengthen the response to banditry and kidnapping. I want to adopt a firehose principle for security coordination, driving continuous, high-volume coordination across jurisdictions, so we get faster responses and stronger intelligence sharing. Bordering states will jointly plan operations, share intelligence in real time, and coordinate responses, and this will extend to joint security frameworks with neighbouring countries facing the same threats. I will also push for an independent Internal Affairs Agency to investigate misconduct within police and other security services. This is how we rescue your community from banditry, kidnapping, and cross-border crime. I believe that with the right political leadership, Nigerian security forces have the capacity to take on the insecurity confronting this country.
