Answer: I am proposing a Production Subsidy Model that lowers crude supply prices or offers fiscal relief on inputs to local refiners. This reduces refining costs at home and lowers retail pump prices without forcing refiners into losses. Q40: If government subsidises locally refined petrol or crude supplied to refineries, how much will it cost, where will the money come from, and what happens if oil prices rise or government revenue falls? Answer: The subsidy will be explicitly capped in the national budget and funded directly from domestic crude sales. Global price shocks will be managed using structured fiscal stabilization buffers and oil revenue hedging tools.

Q41: How will you ensure that any subsidy reaches consumers rather than becoming additional profit for refinery owners, being diverted, or being abused through corruption and false claims? Answer: Subsidies will be paid only on verified volume output measured by digital meters at refinery gates, backed by end-to-end supply chain tracking to prevent false claims and smuggling. Q42: Which refineries would qualify for the subsidy, how will Nigerians know how much government is spending, and what mechanisms will ensure transparency? Answer: All licensed public and private domestic refineries qualify. Transparency is guaranteed through monthly public reporting of crude allocations, refined outputs, and subsidy payouts on an open portal. Q43: How long would the subsidy last, and what conditions would determine when it should be reduced or ended? Answer: My policy includes a clear sunset clause, gradually unwinding the subsidy as domestic refining meets 100% of national demand, foreign exchange stabilizes, and consumer incomes rise.

President Bola Tinubu, at his inauguration on May 29, 2023, announced the abolishment of the subsidy on PMS, popularly known as fuel. Ever since, it has been a bragging right of Tinubu and officials of his administration. I had in my statement reviewing the one year of the Bola Tinubu administration urged the government to come clean on the actual position of the subsidy policy. These were my exact words: "...provide clarity on the fuel subsidy regime, including the fiscal commitments and benefits from the fuel subsidy reform and the impact of this on the Federation Accounts. It is curious that since April 2024, fuel queues have mounted at many filling stations across Nigeria, and the infamous ‘black market’ has sprouted in several states. How much PMS is being imported and distributed, and at what cost? What is the implicit subsidy?" If the subsidy regime had been characterised by opaqueness, what would we say of a situation where the subsidy is still being paid under the cover without Nigerians in the know?

“Our proposal is clear: support domestic production, reduce the cost of crude going into Nigerian refineries, protect legitimate refinery margins and ensure that lower production costs translate into lower costs for Nigerians.” Atiku said the Presidency should stop inventing a policy for him and then attacking the fiction it created. “We have been clear from the beginning. “We are restoring subsidy through a production model. “We are proposing a production subsidy not an import subsidy. We are not proposing to subsidise petrol refined abroad. We are not proposing to force Dangote or any other Nigerian refinery to sell below cost. “We are proposing targeted support for crude refined here in Nigeria so that domestic refineries can produce more competitively, expand capacity, create jobs and sell fuel at a price Nigerians can better afford.

My dear Francis, thank you for taking the time to truly understand what I am proposing. That means a great deal to me. I am not restoring subsidy so that Nigeria can keep paying for imported petrol. I am restoring subsidy so that Nigerians can produce more at home, pay less for fuel, and keep more money in their pockets. That is the difference between import subsidy and production subsidy. Think about shoes. If government wants Nigerians to buy shoes more cheaply, it can spend public money making imported shoes cheaper, or it can support shoemakers in Aba to reduce their production costs so they can make more shoes here, employ more Nigerians and sell at more affordable prices. I choose the Aba shoemaker. I will do the same with fuel. We will support crude refined in Nigeria so our refineries can produce at a lower cost and you can pay less. But for me, this is bigger than fuel. I want the bus fare you pay every morning to come down. I want the cost of taking food from the farm to the market to come down. I want the trader to spend less. I want the barber, tailor, welder and small business owner to spend less on energy.

I will pay subsidies only on verified volume output, measured by digital meters at refinery gates, backed by end-to-end supply chain tracking to stop false claims and smuggling. Every licensed public and private domestic refinery will qualify, but imports will not. There will be monthly public reporting of crude allocations, refined outputs and subsidy payouts on an open portal, a fixed spending limit, National Assembly approval, independent audits, and a clear sunset clause as domestic refining meets national demand.

My position on subsidy reform is not a reaction to anger, it is one I have held since my time as Vice President, when we adopted a gradualist approach and completed phases 1 and 2 before our tenure ended. My plan is to pay subsidies only on verified output tracked through digital meters, with full transparency, and a clear sunset clause ending the subsidy once domestic refining meets 100% of national demand.

Wa alaikum assalam, and thank you for writing to me. On subsidy, let me be clear about what I am proposing. I am not bringing back the old subsidy on imported fuel. I am restoring a subsidy that supports crude refined here in Nigeria. This means government support goes to Nigerian refining, not to paying for fuel brought in from outside. The goal is that our refineries produce at lower cost, so you pay less at the pump, and that support actually translates into lower prices for you, not waste. This is bigger than fuel for me. I want the bus fare you pay every morning to come down. I want the cost of moving food from farm to market to come down. I want the trader, the barber, the tailor, the welder, the small business owner, to spend less on energy to run their work.

On helping businesses recover, I will introduce tax reductions or credits for small businesses based on the number of people they hire and retain, temporary tax relief for startups and small businesses in their early years, and payroll tax incentives for businesses that grow their workforce. I will also bring informal businesses into the formal economy by making it beneficial, not burdensome, through tax amnesty or grace periods for those who register, linking tax compliance to access to government support and financing, and ensuring newly formalised businesses are not immediately overburdened. Alongside this, I am committed to a financing programme for start-ups and entrepreneurs, to move young Nigerians from dependence to enterprise and from unemployment to productivity. On fuel subsidy, my commitment is firm, but it is not a return to the old import subsidy model. I am proposing a production subsidy model: support for crude refined here in Nigeria, so our refineries can produce fuel more cheaply and you pay less at the pump. It would be structured to support domestic refining, eliminate waste, and ensure that every naira of support translates into a measurable, lower price for you, not an open-ended subsidy on fuel brought in from abroad. I call this not a political slogan but a solemn covenant with you.
shafi na 1 CANDIDATE-APPROVED ANSWER Candidate-approved answer 2026-10-17 ›
On fuel prices, I am not proposing a return to subsidising imported petrol, and I have not set out a specific naira amount I would bring the price down to. What I am proposing is a Production Subsidy Model: support tied to fuel refined here in Nigeria, including from modular refineries, that lowers crude supply prices or gives fiscal relief on inputs to local refiners. This reduces refining costs at home so pump prices can come down, without forcing refiners into losses. Imported petrol will not qualify. The subsidy will be capped and budgeted, funded from domestic crude sales, with costs published and payments independently audited, and government waste cut to help fund it. Global price shocks will be managed through fiscal stabilization buffers and oil revenue hedging tools. On whether prices would return to what they were before the 2023 elections, I have not said that. What I have said is that I want the bus fare you pay every morning to come down, the cost of moving food from farm to market to come down, and for the trader, barber, tailor, welder and small business owner to spend less on energy. The goal is for Nigerians to produce more at home, pay less for fuel, and keep more money in their pockets, so you pay less, not that any particular past price will return.
