Q41: How will you ensure that any subsidy reaches consumers rather than becoming additional profit for refinery owners, being diverted, or being abused through corruption and false claims? Answer: Subsidies will be paid only on verified volume output measured by digital meters at refinery gates, backed by end-to-end supply chain tracking to prevent false claims and smuggling. Q42: Which refineries would qualify for the subsidy, how will Nigerians know how much government is spending, and what mechanisms will ensure transparency? Answer: All licensed public and private domestic refineries qualify. Transparency is guaranteed through monthly public reporting of crude allocations, refined outputs, and subsidy payouts on an open portal. Q43: How long would the subsidy last, and what conditions would determine when it should be reduced or ended? Answer: My policy includes a clear sunset clause, gradually unwinding the subsidy as domestic refining meets 100% of national demand, foreign exchange stabilizes, and consumer incomes rise.

On the question of subsidy, my position has not changed and will not change: I will restore it! A nation as blessed as ours has no business abandoning its citizens to hardship. Nigeria is rich enough to look after her own. I believe the wealth of a nation is not measured by how much government collects, but by how much the money in the pockets of its people can buy. I want wages to have value again. I want farmers to move produce without transport swallowing their profits. I want families to fill their baskets without emptying their pockets. I want businesses to produce, employ and prosper. That is why I will restore targeted subsidy and put purchasing power back in the hands of Nigerians. When fuel rises, transport rises. When transport rises, food rises. When food rises, families suffer. I will break that wretched chain that has defined our national life in the nearly four years of Tinubu’s presidency.

My dear Francis, thank you for taking the time to truly understand what I am proposing. That means a great deal to me. I am not restoring subsidy so that Nigeria can keep paying for imported petrol. I am restoring subsidy so that Nigerians can produce more at home, pay less for fuel, and keep more money in their pockets. That is the difference between import subsidy and production subsidy. Think about shoes. If government wants Nigerians to buy shoes more cheaply, it can spend public money making imported shoes cheaper, or it can support shoemakers in Aba to reduce their production costs so they can make more shoes here, employ more Nigerians and sell at more affordable prices. I choose the Aba shoemaker. I will do the same with fuel. We will support crude refined in Nigeria so our refineries can produce at a lower cost and you can pay less. But for me, this is bigger than fuel. I want the bus fare you pay every morning to come down. I want the cost of taking food from the farm to the market to come down. I want the trader to spend less. I want the barber, tailor, welder and small business owner to spend less on energy.

The former Vice President reiterated that his proposed intervention would not revive the corrupt and opaque subsidy regime of the past. Instead, it would introduce a transparent production subsidy tied strictly to petroleum products refined in Nigeria and sold to Nigerians. “If elected, from May 29, 2027, I will introduce a transparent production subsidy for petroleum products refined in Nigeria and sold to Nigerians. “Imports will not qualify. The programme will have a fixed spending limit, National Assembly approval and independent audits. Its purpose will be to reduce fuel prices, strengthen domestic refining, create Nigerian jobs and restore the purchasing power that this administration has destroyed. “The 67.4 per cent demanding relief represents a democratic majority.

The former Vice President reiterated his commitment to policies designed to reduce the cost of living if elected president, including a targeted production subsidy for petroleum products refined in Nigeria, rather than a return to an open-ended subsidy on imported fuel. He said the policy would be structured to support domestic refining, eliminate waste and ensure that government support translates directly into lower prices for consumers. “My promise to make life affordable again is not a political slogan. It is a solemn covenant with the Nigerian people. “We will support what Nigeria produces. We will support fuel refined in Nigeria, create Nigerian jobs and insist that every naira of government support delivers a measurable benefit to the consumer. “The purpose of government is not merely to announce reforms. The purpose of government is to make life better for the people.” Atiku said Nigeria’s young people deserve classrooms, skills, jobs and opportunities that allow them to fulfil their potential rather than an economy that leaves survival increasingly dependent on dangerous and uncertain livelihoods.

On the cost of living, I will pursue a targeted production subsidy for fuel refined here in Nigeria, rather than going back to an open-ended subsidy on imported fuel. This will support Nigerian refining, create Nigerian jobs, cut waste, and make sure government support delivers a measurable benefit to you, the consumer. My objective is clear: lower the cost of energy, lower transportation and production costs, strengthen what Nigeria produces, and restore your purchasing power. That is how I will give families breathing room again. On poverty, my policy expands cash transfers to poor households, tied to school attendance and child vaccination, alongside a revitalised national school feeding scheme. And because I believe Nigerians deserve more than promises, my administration will launch an online Promise Tracker, publishing live budget spending, contract awards, and performance results, so you can see for yourself whether these commitments are being kept, and hold my government accountable.
