3. SECURITY The ADC will:
1. Operate a security framework across four coordinated levels: Security will be structured as an integrated system, with clear roles at each level to prevent threats, respond effectively, and protect Nigerians.
Details:
● Local-level intelligence: Build community-based intelligence networks to detect and report threats early ● State-level prevention and deterrence: Enable states to play a stronger role in policing, rapid response, and conflict prevention ● National-level coordination and enforcement: Strengthen federal agencies to coordinate intelligence, enforce the law, and respond decisively to threats ● Regional-level collaboration: Work with neighbouring countries to address cross-border threats, including terrorism, trafficking, and organized crime
2. Designate banditry and kidnapping as acts of terrorism. Those who terrorize communities will face the full force of national security and counter-terrorism laws.
