5. HUMAN CAPITAL & SOCIAL DEVELOPMENT The ADC will:
1. Place people at the center of national development. Enact a Social Protection Act that guarantees access to safety nets, pensions, and social insurance, making support for vulnerable Nigerians a permanent national responsibility, not a temporary programme.
