peeji 5 Introduction Atiku Abubakar: Answers to questions from the public 2026-10-02 ›
Q24: How will you prevent farmer-herder disputes from becoming ethnic or religious conflicts, and what role should federal, state and community authorities play in resolving them? Answer: My policy enforces strict rule of law by treating violent crimes as criminal acts regardless of ethnicity, assigning intelligence to federal agencies, operational policing to states, and early- warning dispute resolution to community authorities. Q25: Kidnapping, terrorism and armed attacks have affected communities in places such as Zamfara, Borno and other parts of Nigeria for years. What will you do differently to make these communities safe? Answer: I am advocating for constitutional restructuring to allow State and Local Community Policing, expanding security force recruitment, deploying advanced satellite/drone surveillance, and conducting intelligence-driven counter-insurgency operations.

Q26: We have lived in IDP camps for years and want to return home. How will you make our communities safe enough for us to return and rebuild our homes and lives? Answer: Security forces will clear and secure affected regions, establishing permanent Forward Operating Bases (FOBs) and civil protection posts before organized civilian resettlement begins. Q27: Displaced families have lost farms, livelihoods and children's education. What support will you provide to help them restart their lives? Answer: Returning families will receive rebuilding grants, basic household assets, starter seeds and tools, micro-loans, and immediate restoration of basic health centers and schools. Q28: How will you ensure that money, food and assistance intended for IDPs actually reach displaced people rather than being diverted?

Sixth, tackle security headlong. President Tinubu, as a matter of priority, needs to rejig the nation's security architecture as what is currently in place is not serving the needs of the people. The state of pervasive insecurity continues to adversely impact agricultural production and the value it brings to the economy, especially in the Northern parts of the country. Insecurity resulting from terrorism, banditry, kidnapping, and cattle rustling has compelled many crop farmers and pastoralists to abandon their lands and relocate to the neighbouring countries of Niger, Chad, and Cameroun. This has drastically caused a reduction in the production of food and skyrocketed prices of foodstuffs. Food scarcity in Nigeria is so dire that a report by Cadre Harmonize warns that between June and August this year, about 31.5 million Nigerians may face severe food shortages and scarcity I have always been a reform advocate. The Nigerian economy certainly requires a large dose of reform measures to accelerate its transformation after many years of lacklustre growth.

Benue is the Food Basket of the Nation. Today, that basket is bleeding. Amnesty International reported that in just the first two years of the Tinubu administration, 6,896 people were killed in Benue State alone. Behind that figure are farmers who never returned from their farms, families driven from their ancestral homes, and communities emptied by fear. And when Benue cannot farm, Nigeria cannot eat cheaply. Every farmer forced off the land eventually shows up in the price of yam, rice, beans, vegetables and meat in the market. Insecurity is not only a security crisis; it is now a cost-of-living tax on every Nigerian family. I speak about this not only as a former Vice President, but as a farmer who has felt the consequences of insecurity. My farms have suffered from theft and disruption. I therefore understand, from personal experience, what insecurity does to production, livelihoods and ultimately the price of food in the market.

● Establish an independent Internal Affairs Agency to investigate misconduct within police and other security services 8. Internal Security and Crime Prevention Strengthen response to banditry and kidnapping. Details: Establish Anti-Banditry and Kidnapping Special Units in every state command, made up of highly trained and mobile personnel 9. Adopt a firehose principle for security coordination. We will drive continuous, high-volume coordination across jurisdictions, both internally and externally, to ensure faster responses, stronger intelligence sharing, and more effective security outcomes. Details: ● Strengthen internal security collaboration by enabling bordering states to jointly plan and execute security operations, share intelligence in real time, and coordinate responses to threats, regardless of regional grouping ● Establish joint security task frameworks between neighbouring countries facing similar threats such as banditry, kidnapping, and cross-border crime ● Strengthen external security cooperation with Nigeria's neighbours:

● Reduce the incentives for kidnapping by making the system riskier, less profitable, and easier to dismantle ● Disrupt financial flows that enable kidnapping, including ransom payments, laundering channels, and support networks ● Deploy intelligence and financial tracking systems to identify, monitor, and shut down kidnapping operations ● Introduce strict legal and financial consequences for individuals and entities that facilitate or profit from ransom systems 11.Make farming safe again. Recognizing that insecurity on farms directly drives food shortages and rising prices, we will treat farmer security as a core pillar of food policy Details: ● Secure farming communities and agricultural corridors through targeted security deployments ● Establish protected farming zones in high-risk areas to enable safe cultivation and harvest ● Integrate security planning into agricultural policy, linking farm protection to food supply stability ● Support early warning and rapid response systems for rural communities facing threats ● Reduce food inflation by ensuring farmers can produce, harvest, and transport goods without disruption
